I am afraid that at the moment there is no such access rights to restrict the employee from making a pay out (to require owner's/manager's PIN code while making a pay out). What I can do is to pass it as a feature suggestion to the development team, as we value our customer's suggestions But, please, note, that some of the suggestions may not be always implemented fully.
