Issue with Editing Tax

The "EDIT TAX" section is not working right now. Two different issues: 

- I want the tax to not apply to certain items, but the tax still applies to all items no matter how many times I change the option and save. When I select "apply the tax to all new and existing items" and save, then come back to the page, it has changed the option automatically to the "-" (see attached). 

- The second issue is that even though I have selected for the tax to not apply to Takeaway and Delivery, the tax still applies. I have seen various other forum posts about this, so seems to be a common bug.

At the tax settings, in selecting dining options you should not include the selected tax name on the options.

For example:

I have a tax for dine in. On selecting tax option you should enable all the tax option except the 'dine in'

then on the "Do not apply tax to these items:" you should select all item categories.
