Can we create a feature that a discount can only be used when the customer is actually on the ticket?

Can we create a feature that a discount can only be used when the customer is actually on the ticket? Because I would like to have an employee discount feature and other member perks, but I want this feature only to be used when there is an actual person on the ticket from my customer base. I'm not sure if it is clear enough...

What I think, for you is better to have a group of registered customers. You can assign discounts for a group.  If a customer belongs to the certain group, he/she receive the discount.
