Are Item imports cumulative?

In order to update inventory via CSV files do I need to export my current item file, update the data, add new items and then import the file back into the Back office or if I simply create a file with only my new items can I import that file without changing any of the current items in my inventory?

Second is right. You need simply create a file with only your new items and you can import that file without changing any of the current items in your inventory.
